See if we can optimize the things by ditching the Cookie instance level keeping the class-level interface only

- State changed from “new” to “invalid”
- Milestone order changed from “0” to “0”
It doesn't give us any significant size optimization. Just 50 bytes, so it doesn't worth of loosing the functionality over it.
